OWENSBORO – William “Bill” H. Starks, 94, of Owensboro passed away Saturday, January 18, 2025, at Owensboro Health Regional Hospital. The Logan County native was born October 12, 1930, to the late Cecil and Francis Thurmond Starks. He was a Kentucky State Trooper from 1960-1985 when he retired with the rank of Sargeant. In addition to his parents, Bill also was preceded in death by his brother, Robert Starks and his in-laws, Howard and Zelma Jarvis.

Survivors include his wife of 55 years, Betty Jarvis Starks; four children, William Henry “Hank” Starks (Carol) of Punta Gorda, Fla., Byrne Coles (Eddie) of Atlanta, Kelley Deviney of Owensboro, and Benjamin Starks (Pam) also of Atlanta; six grandchildren, Justin Starks, Krystin Starks O’Connell (Daniel), Aaron Galloway (Farrah), Ashley Trindle, Jonathan Miller , and Mitchell Starks; seven great grandchildren; siblings, Mary Milam (Bob), Martha Hacker (Ron), and Jonnie Smith; numerous nieces and nephews.
